Good afternoon, everyone! My colleagues and I are very happy to meet you here. Thank you for your long-term concern and support for transportation work, and thank you for your supervision and help!

On February 8, the CPC Central Committee and the State Council issued the outline of the national comprehensive three-dimensional transportation network planning, which is the first medium and long-term planning outline of the comprehensive three-dimensional transportation network in our country. I also take this opportunity to express my heartfelt thanks to you!

Next, I will briefly introduce the relevant contents of the outline of the plan from three aspects.

First, the outline of the plan has refined and implemented development goals.

The outline of the plan proposes to basically build a convenient, smooth, cost-effective, green, intensive, intelligent, advanced, safe and reliable modern high-quality national comprehensive three-dimensional transportation network by 2035, so as to realize international and domestic connectivity, three-dimensional access to major cities in China and effective coverage of county-level nodes, and support the “National 123 travel transportation circle”, that is, one hour commute in metropolitan areas, two-hour access in urban clusters and three-hour coverage in major cities in China. It is necessary to support the “global 123 express cargo logistics circle” (one-day delivery in China, two-day delivery in neighboring countries and three-day delivery in major cities around the world). The outline of the plan also proposes to build a modern and high-quality national comprehensive three-dimensional transportation network by the middle of this century. We will achieve the goal of “people enjoying their travel and goods enjoying their flow”, build a strong transportation country in an all-round way, and be a good leader in building a socialist modern country in an all-round way.

Second, the outline of the plan defines three main tasks.

First, optimize the transportation layout, build a 700000 km transportation network, build a six axis, seven corridor and eight channel main framework, build 100 comprehensive transportation hub cities, and improve the global transportation network.

Second, in terms of promoting integrated development, promote the integrated development of various transportation modes, promote the integrated development of transportation infrastructure network, service network and information network, promote the coordinated development of transportation among regions, and promote the integrated development of transportation and tourism, modern manufacturing, express logistics and modern logistics.

Third, in terms of high-quality development, promote safe development, promote intelligent development, promote green development, and improve the governance level of transportation.

Third, the outline of the plan puts forward five safeguard measures. That is to strengthen the party’s overall leadership, strengthen organization and coordination, strengthen fund guarantee, resource supply and implementation management.

In short, the planning outline released this time, together with the outline for the construction of a transportation power issued in September 2019, depicts a grand blueprint for China’s future transportation development, which we must implement well.

Can you introduce the overall operation of the Spring Festival transportation? How to coordinate the epidemic prevention and control and service to ensure everyone’s return?

Li Xiaopeng: the issue of Spring Festival transportation is also a matter of concern. The annual Spring Festival transportation is a big test for the transportation system. This year’s Spring Festival transportation is extremely special and the task is more arduous. On the one hand, we should do a good job in epidemic prevention and control, on the other hand, we should also do a good job in the guarantee of transportation services. In order to do these jobs well, a special spring festival transportation class was established under the joint prevention and control mechanism of the State Council. This special class is led by the Ministry of transport and participated by relevant ministries and commissions to jointly do a good job in epidemic prevention and control and service guarantee.

On the whole, the people actively responded to the call of the local Chinese new year, staggered and avoided peak travel, and reduced unnecessary travel. Up to now, the national passenger flow has maintained a low and stable operation, and the scale of passenger flow has decreased significantly compared with previous years. For example, the day with the highest daily passenger volume was February 28, that is, yesterday, 31.524 million passengers were transported, which was 62% lower than the same period in 2019 and 149.8% higher than that in 2020. From the 32 days before the Spring Festival transportation, railways, highways, waterways and civil aviation across the country sent 630 million passengers, with a daily average of 19.706 million, a decrease of 74.1% over the same period in 2019 and 54.1% over the same period in 2020. In particular, it should be pointed out that the postal express industry “doesn’t close during the Spring Festival” because people live at home for the new year and the demand for mail and delivery has increased significantly. According to the data, during the Spring Festival, the national postal express industry collected and delivered 660 million express packages, an increase of 260% year-on-year, of which the collection volume was about three times that of the same period last year, and the delivery volume was 3-4 times that of the same period last year. There were more than 1 million couriers and postmen in the country, who worked very hard.

At present, the Spring Festival transportation is still in progress. In the next step, we will work with relevant national and local departments to do a good job in epidemic prevention and control and transportation guarantee of the Spring Festival transportation. There are three main points: first, further strengthen production safety. We should implement the safety production responsibility system, strengthen the investigation and treatment of hidden dangers, ensure the safety of people’s lives and property, and ensure the safe travel of passengers. Second, we will further do a good job in the prevention and control of the epidemic situation during the Spring Festival. We will not relax our efforts to prevent and control the epidemic situation, adhere to the simultaneous prevention of people, and implement various measures of “external prevention input and internal prevention rebound” to ensure the healthy travel of passengers. Third, further improve the guarantee of transportation services. We should strengthen the prediction and analysis of passenger flow, and do a good job in the organization, allocation and dispatching of transport capacity. We should strengthen service measures in all aspects, improve service levels, and provide travel information to the masses in time. Reporter: in the outline of the plan, it is proposed to carry out sidewalk purification action and build bicycle lanes according to local conditions. What measures will be taken in the future to encourage public green travel?

Li Xiaopeng: your question is about green travel. Green travel is not only related to the good life of the people, but also related to the high-quality development of economy and society, so it is an important issue. In recent years, all regions of our country have taken a series of measures to actively explore and implement green travel, and achieved certain results. For example, we have carried out the creation of bus metropolis in 87 cities for many years. For example, we publicized the policies and measures related to the construction of sidewalks and bicycle lanes in the month, and then launched publicity activities related to the construction of bus lanes and bicycle systems. We actively promote new energy vehicles. So far, we have promoted more than 41000 new energy vehicles in the public transport system and more than 140000 new energy vehicles in the cruise taxi system. Although we have made some achievements, we are also soberly aware that these actions created by our green travel are still far from the requirements of implementing the new development concept, especially the requirements of transportation for the people to live a better and happy life.

The outline of the plan proposes to encourage green travel and improve the sharing rate of urban green transportation. Next, we should implement this requirement and focus on three aspects:

First, deeply implement the public transport priority development strategy. We should build an urban public transport system with urban rail transit as the backbone and conventional public transport as the main body. We should continue to improve the urban public transport service network and improve the development level of urban public transport.

Second, carry out in-depth actions to create green travel. It is mainly to guide the public to give priority to public transportation, or green travel modes such as bicycle and walking. In general, we should gradually reduce the total number of cars and improve the green travel level of the whole city.

Third, further promote the large-scale application of new energy vehicles. We should also guide local governments to further increase the proportion of new energy vehicles, build infrastructure serving new energy vehicles, including charging piles, and accelerate the improvement of the clean and low-carbon level of urban passenger transport. I believe that with the joint efforts of the whole society, green travel will become a common practice.
